This report sets out the findings from the Auditor General’s 2021 Structured Assessment at Aneurin Bevan University Health Board.
Overall, we found the Health Board:
- maintains adequate Board and Committee arrangements and is embedding its new governance structure alongside its assurance mechanisms, but there are opportunities to assess the effectiveness of these arrangements.
- has gone through a period of high turnover amongst its senior leaders at Board level whilst also holding a number of Independent Member vacancies.
- has effective financial management arrangements enabling it to meet its financial duties over the last three years.
However, its underlying deficit presents a risk to financial sustainability going forward. Arrangements for developing and submitting the Annual Plan are effective. Whilst the Annual Plan provides clarity on strategic objectives and has informed Board and Committee business, there has been limited oversight and scrutiny on overall delivery of the Annual Plan at Board level.
